The best way to prevent crime is to strengthen the family.

"The importance of the family for the life and well-being of society entails a particular responsibility for society to support and strengthen marriage and the family. Civil authority should consider it a grave duty "to acknowledge the true nature of marriage and the family, to protect and foster them, to safeguard public morality, and promote domestic prosperity."

Our heart's deepest desire is to love and feel that we are loved.  But some people have experienced very little love in their lives. 
When I meet the people who have come out of prison, and when I see their families, I find that there are stories of children abandoned by their father or mother, or both. There are stories of violence, abuse, parents with a succession of different partners, a lack of commitment, promiscuity, drugs, alcohol. And in many cases, these situations are linked to extreme poverty and a lack of basic education.
So why don't we provide more resources to promote effective policies that strengthen the family? The family is each person's most immediate environment, the environment everyone needs most, the one which is hardest to replace.
If we invest in the family, we shall reap the benefits of a healthier society.
